Netanyahu has counted on America for decades, but his address showed support could be fraying (2024)

This was a forceful, combative and unapologetic speech from Benjamin Netanyahu, in which he refused to countenance any criticism of Israel or his leadership.

He came to the centre of US political power with a simple message; he would not be satisfied with anything less than total victory over Hamas.

He framed the ongoing war as a "clash between barbarism and civilisation" and argued it was as much America's battle as Israel's.

"Our enemies are your enemies. Our fight is your fight. And our victory will be your victory."

Instead of this being about Israel versus Hamas, he argued it was really Israel versus Iran, via a proxy. Israel was just the front line of the war that Iran was waging against the US.

America's support is crucial to Israel's national security. The US provides Israel with billions of dollars of aid and advanced weaponry. If America were to withdraw its support, it would completely up-end the power balance in the region.

Netanyahu is an astute follower of American politics and has worked hard to maintain strong relationships with both Democrats and Republicans.

He continued that strategy and lauded both sides of the aisle in Wednesday's speech.

He thanked President Joe Biden for his decades-long support of Israel, and reminding the audience that the president refers to himself as a Zionist.

He also thanked former president Donald Trump for his work to cement the Abraham Accords, which reconfigured relations between Israel and some of its Arab neighbours.

But there was further evidence in the room that support for Israel is starting to fray on one side.

The Republican part of the chamber seemed to spend about half the speech out of their seats, eagerly applauding every utterance from the Israeli prime minister.

Even Trump would struggle to receive such uniform adulation from the GOP.

It was vastly different on the opposite side of the aisle.

For starters it was notable who wasn't there. Many high-profile Democrats, including former speaker Nancy Pelosi and Alexandria Octavio-Cortez boycotted the event.

Pelosi later took to social media to call the speech "by far the worst presentation of any foreign dignitary invited and honoured with the privilege of addressing the Congress of the United States".

Another notable absentee was the vice president, who is now the Democratic presumptive nominee for the presidential election. Although, it wasn't so much a boycott, as she was at a planned campaign event in Indianapolis.

The main protest in the chamber was Representative Rashida Tlaib. The Palestinian-American was also expected to boycott but obviously decided a protest inside the chamber would be more effective.

So there she was, five rows back from Netanyahu as he spoke. She was draped with a keffiyeh, a distinctive Palestinian scarf that's become a symbol of protest.

She had brought a small black handheld sign. In white letters on one side it said "war criminal" and on the other "guilty of genocide".

She held it up while Netanyahu spoke, seemingly intent on catching his eye.

Netanyahu did not directly respond to her protest inside the house, but he did attack those who were in the streets outside, mocking the thousands who were protesting the war as being "useful idiots" for the Iranian regime.

The Israeli prime minister did not come with a proposal for peace. Although he indicated the end was in sight, there was no road map on how to get there except through a total surrender by Hamas forces.

He also called the allegation from the International Criminal Court's Prosecutor, Karim Khan, that he is deliberating starving the people of Gaza, "utter nonsense".

Khan has asked the court to issued arrest warrants for both Netanyahu and Israel Defence Minister Yoav Gallant.

He also sought warrants for Hamas leaders Yahya Sinwar, Ismail Haniyeh and Mohammed Diab Ibrahim Al-Masri for alleged war crimes and crimes against humanity.

On Thursday, Bibi will meet with President Biden at the White House.

The president, who is on the way out, made clear that ending the war in Gaza was one of his priorities in his last few months in office.

It's a live question though how much pressure he's going to bring to bear on Netanyahu to achieve that.

On one hand, it would be easy to view Biden as a lame duck with less than six months remaining in office.

But the fact he's not seeking re-election also means he's unshackled by the expectations of a campaign and the Democratic Party's political apparatus.

Although, he'll also not want to do anything that could damage the electoral chances of Harris, the woman he wants to replace him.

Harris will have her own meeting with the Israeli PM on Thursday. It'll be her first with a world leader since becoming the presumed presidential nominee of the Democratic Party.

It's a high stakes meeting for them both.

There's little evidence of a major difference in policy between her and Biden when it comes to Israel and the war in Gaza but any change in emphasis or language will be seized upon.

Netanyahu's tough talk may have been wholly embraced by Republicans, but an increasing proportion of the American public is frustrated by the horrible human toll the war in Gaza is exacting.

This was Netanyahu's fourth address to a joint sitting of Congress.

That's the most afforded to any foreign leader and sign of just how long he's both ruled Israeli politics and passionately advocated for his country's cause in Washington.

What was clear, though, was that he is becoming an increasing controversial figure among sections of one of the major political parties and risks losing the unshakeable American support Israel has enjoyed for decades.

EDITOR'S NOTE 29/07/2024: This article has been amended to clarify that the chief prosecutor of the ICC, rather than the court itself, applied for arrest warrants for Mr Netanyahu and Mr Gallant. It has also been updated to reflect that warrants were also sought for Hamas leaders.
